9 Inclusion Framework Guidance
Proposals for funding must consider
Leadership, culture and ethos, for example:
y has the proposal been developed
collaboratively with colleagues across the
school?
y if the school is part of an academy trust,
does the trust endorse the proposal?
y will the proposal influence the culture or
behaviours across the wider school/ trust
community?
y is the implementation plan clear and is there
sufficient capacity to deliver it?
y are there opportunities to work with other
schools in partnerships, clusters, MATs or
feeder schools
Sustainability, for example:
y how might the proposal impact more children
in the future, without the need for repeat
requests to panel?
y how will the future of the provision be
secured after the additional funding has
been spent?
y how will skills and knowledge be transferred
to more staff?
y please note, panel cannot support requests
for ongoing staffing costs
Cost/benefit, for example:
y schools should be realistic and analytical
about the possible alternative outcomes for
the pupils and the likely costs of those, to the
system.
y this figure should be considered when
requesting funding from the LA
Appropriate allocation of public funds, for
example:
y how the school will contribute to the creative
solution financially, consider notional SEND
funding, capital grants, reserves etc.
y has the school made best use of any other
types of funding? Is the school planning to
obtain funding through any other routes?
y schools should be prepared to discuss their
financial position with the LA team prior to a
proposal being considered by panel.
y the funding agreed by the panel is to fund
the agreed elements of the proposal and the
agreed amount. Should costs change, there
must be a follow-up discussion with the LA.
y ECC cannot reimburse VAT, schools must
follow their usual procedure for claiming VAT.
y to date, small projects have been under
£5k, medium projects under £20k and large
projects £20k+
Ordinarily Available (OA) universal provision
y panel will consider requests where schools
need additional support to be able to
implement high quality OA provision
