What is the Inclusion
Framework?
The Inclusion Framework (IF) is an Essex approach to supporting early
intervention and inclusion in mainstream education, following the principle of
'Lives without Labels'.
The proactive approach supports the identification of barriers that are preventing
an individual or group of children/young people from accessing education or
making good progress. The ongoing process then enables timely and creative
intervention, without the need for a label, diagnosis or protracted statutory
process, where appropriate.
Ambition of the
Inclusion Framework
By identifying barriers to accessing
education and making academic progress,
at the earliest opportunity and putting
in place timely intervention, we aim to
avoid escalation of need and as a result
avoid unnecessary escalation to statutory
processes related to SEND, exclusion and
social care.
This not only avoids needless 'labels' and
diverts negative outcomes for the children
and young people, but also avoids a
higher cost to the wider education system
(particularly LA core funding and High
Needs Block funding).
The IF supports schools to deliver the
expectations of the Ordinarily Available
Framework, Inclusion and Disadvantaged
Strategies, make flexible reasonable
adjustments and to enable more children
to access a full, mainstream education.
